IMC chief loses no confidence motion

NAHARLAGUN, June 6: Chief Councilor of Itanagar Municipal Council (IMC) Higio Aruni lost the vote of no confidence conducted through secret ballot by 22 votes.

Twenty three out of the 25 votes were polled in favour of the motion while one vote was polled against the motion. One vote was found invalid while five councillors including the sitting IMC chief remained absent.

A total of 30 councilors are in the IMC.

The vote of no confidence was conducted under the chairmanship of Papum Pare Deputy Commissioner in –charge Talom Dupak. DIPRO

Comply with Maggi noodles ban order : ACCI

DEC approves projects

HAWAI, June 6: The Anjaw District Electricity Committee (DEC) in its meeting held at Hawai on June 3 last approved the two tentative projects of Rs.1589.16 Lakhs and Rs.5232.32 Lakhs under the Centrally Sponsored Schemes, namely, Integrated Power development Scheme (IPDS) and Deen Dayal Upadhayaya Gram Jyoti Yojna (DDUGJY) respectively. The meeting which was presided over by Rajya Sabha MP cum DEC chairperson Mukut Mithi had approved the project proposals after threadbare discussion on various aspects for improvement of electricity scenario.

Earlier the Executive Engineer (E), Hayuliang presented the proposals and briefed the scope of both the schemes. Basically both the projects aim to meet up the gap between Sub-Transmission and Distribution System. DIPRO.

Road repaired through social service

ITANAGAR, June 6: Around fifty volunteers under the banner of RWD Colony Welfare Committee of Karsingsa village have repaired the dilapidated RWD colony road and General Ground at Karsingsa in a social service today. The committee informed that the colony road has been lying in dilapidated condition for many days.

Meanwhile, the Committee has appreciated the Karsingsa ASM Taniang Kipa for providing a JCB and extending other necessary support for successful conduct of the social service.

Performance under Mission Indradhanush reviewed

CHANGLANG, June 6: The Changlang District Health Society (DHS) has reviewed the performances of 1st and 2nd round immunization under Mission Indradhanush in a review meeting with the District Task Force held here today. The meeting also discussed the Micro-plan for third round immunization under the mission submitted by MOs of various health societies as per updated form.

Chairing the meeting, Deputy Commissioner Chanchal Yadav called for cent percent achievement of the target set in the micro-plan. She also said that meeting should be organised on daily basis under the supervision of concerned administrative officer to review the performance under the mission.

Under construction bridge collapses: AdiSU demands inquiry

ITANAGAR, June 6: Adi Students Union (AdiSU) has demanded a magisterial level inquiry into the collapse of an under-construction bridge over Sinyang river at Adi Pasi village in Upper Siang district injuring two persons recently.

The bridge undertaken by M/s Dongru Sionju, Bomdila and Rural Work Department under PMGSY scheme has allegedly collapsed due to use of sub-standard materials in the construction work, claimed AdiSU.

The two grievously injured persons from Bine village are currently undergoing treatment in a hospital, the students union informed.

AdiSU said it has filed and FIR at Yingkiong Police Station in connection with the incident demanding an immediate investigation and appropriate legal action against those responsible for the incident.

The union also demanded for immediate reconstruction of the damaged portion of the bridge and compensation for the injured persons.

World Environment Day

ROING, June 6: Lower Dibang Valley Deputy Commissioner Shiv Kumar along with other government employees organised an avenue plantation in the premises of Career Counselling Centre at Roing yesterday to mark the World Environment Day, reports DIPRO.

The members of the Arunachal Anti-Corruption Sena, Papum Pare district unit with the support of the police personnel have planted around 20 tree saplings in Sagalee Police Station compound to mark the World Environment Day on June 5 last.

Anti-Malaria month observation begins in Tirap

ITANAGAR, June 6: As part of Anti-Malaria month observation, an advocacy workshop on prevention and control of Malaria was conducted at Khonsa today.

Dr. K Socia and Dr. R Robo were the resource persons of the workshop which was attended by PRI members, ASHAs, grassroots level health workers and general public.

District Medical Officer, Dr. K Perme explained the role of social mobilization and communication in reducing the man-made situations where mosquitoes breed. He appealed to the public to disseminate the information for a behavioural change in the community.

Essay competition among students, awareness rally etc would be conducted during the month at different blocks. The workshop was followed by a social service.

ITANAGAR, June 6: Taku Welfare Society (TWS) has organised a one-day career counseling cum interaction programme for students at Naharlagun today. The resource persons Parliamentary Secretary, Tax and Excise, Tapuk Taku and TWS vice president Ponung Taku spoke on the myth and realities in various fields of professional studies.

Behali incident: main culprit arrested

Rijiju speaks to Assam CM

ITANAGAR, June 6: The main culprit behind yesterday’s Behali incident has been arrested and a massive search operation launched to apprehend the remaining culprits. This was informed by Director General of Police (DGP), Assam to Union Minister of State for Home Affairs Kiren Rijiju when the latter called on the former following the incident.

While taking serious note of the incident, where three persons from Arunachal Pradesh were attempted to burn alive along with their Bolero car yesterday by an irate mob, Rijiju asked the DGP to ensure safety and security of Arunachalee people travelling through Assam.

Earlier today, Rijiju held a telephonic discussion with Assam Chief Minister Tarun Gogoi over the incident and expressed his deep concern over the attack on innocent people on national highway (NH-52).

The Union Minister said that the relation between Assam and Arunachal Pradesh must be maintained at any cost and should not be allowed to be spoilt by few bad elements.

There must be Rule of Law in the entire region and anybody found violating law must be severely dealt with. This kind of incidents generates mistrust between the people of the two States, Rijiju said.

The Union Minister appealed everyone to maintain peace and tranquility in the area. He also urged Gogoi to ensure punishment of the culprits involved in the incident.

Rijiju also assured to provide additional forces to maintain Law and Order if sought for.

Gogoi assured Rijiju that all possible actions have been initiated to prevent such incidents in future.

Meanwhile, a team of Arunachal Pradesh Police from Itanagar Police station led by SI N Nimsep along with members of All Pakke-Kessang Pijeriang Dissing-Passo Seijosa Students’ Union (APPDSSU) and few relatives of victims today conducted a spot verification of the incident and lodged an FIR at Behali Police Station in Assam in connection with yesterday’s incident.

BJP MLAs call on Governor, reiterate demand

ITANAGAR, June 6: The state BJP legislators today called on Governor RP Rajkhowa and made demands to recommend for institution of inquiry committee either by CBI or Central Vigilance over the alleged financial mismanagent by Tuki led Congress government.

Led by Leader of Opposition in the State Legislative Assembly Tamiyo Taga, Aalo West MLA Tumke Bagra, Mariyang-Geku MLA Olom Panyang, Tezu MLA Dr. Mohesh Chai and Changlang (North) MLA Tesam Pongte met the Governor and submitted the representation reiterating the demands to set up a high level inquiry committee over the financial mismanagement under various centrally sponsored schemes such as NEC, SPA, NLCPR, BADP etc.

The BJP legislators have threatened to stir series of agitations against the state government if their demands were not addressed by the Governor.

Addressing media persons after meeting the Governor, the BJP legislators claimed that Nabam Tuki led government has undermined the guidelines and rules on efficient utilisation of the funds. The legislators stated that state government is on the verge of financial breakdown and have unprecedented and huge financial liabilities to the tune of Rs. 6911.55 crore and overdraft amount of Rs. 449.76 crore as on April 2014.

Seeking the Governor’s intervention, the BJP legislators alleged Tuki led government has diverted the project specific funds at their whims and fancies in non-plan expenditures including expenditure on PDS creating fiscal crisis.

In its 14 page memorandum submitted to the Governor, the BJP claimed, “Prior to the change of government on 30th Nov 2011, the cash balance in the RBI was Rs 1127.17 crore”. Within the next four months, from Dec 2011 to March 2012, the incumbent government received Rs 2464.37 crore against monthly installment, the cumulative cash balance of the state in the RBI should have been Rs 4224.72 but as on 31st March 2012 it was ironically reduced to Rs.48.51 crore”, stated the BJP legislators.

It also added that the state government within the period of four months irrationally spent the whole amount of Rs 4224.72 crore leaving merely Rs 48.crore cash balance in the RBI.

Tamiyo Taga in his address alleged that overdraft in the state exchequer was precipitated after Nabam Tuki took the charge of finance minister.

On the complaint made by the BJP legislators at the Centre recently, Taga further clarified that the BJP legislators move was neither anti-development nor anti-people rather the move was to check the unabated corruption practiced by the state government.

The BJP legislators also claimed that on mismanagement of relief and rehabilitation funds by the state government, they had sought reply in the State Legislative Assembly, however the government had failed to reply inspite of getting ample time.

Tezu MLA Dr. Mohesh Chai in his address asserted that our allegations leveled against the state government are based on documents. He lambasted the government for making excuses that financial crisis is due to scrapping down of Planning Commission. “If they have this excuse, what excuse will they give on the 2013-14 financial year which was before the introduction of NITI Ayog”, queried Dr. Chai.

On being asked why Minister of State for Home Kiren Rijiju who is the BJP representative in the centre is maintaining a stoic silence over the financial crisis issue, Dr. Chai stated that MoS Rijiju is giving technical support and whatever support they need from him.

Organisations condemn Behali incident

ITANAGAR, June 6: A host of organisations, students unions and civil society bodies have expressed solidarity with the victims of yesterday’s Behali incident and demanded immediate arrest of the perpetrators of the incident.

The Arunachal Pradesh Civil Service Officers Association (APCSOA) has vehemently condemned the brutal and shameful attack on Arunachalee commuters and burning down of vehicles at Behali causing distress and loss of property of Arunachal people.

Such stray incident should not be cause of conflict for the people of both the states living in peace since time immemorial along boundary area, the Association said and appealed to the people of Assam to extend all possible help to find out the root cause of the incident for its reddressal.

It further appealed to the authorities to take every step to maintain peace and normalcy before the situation takes ugly turn.

The Arunachal Pradesh Youth Congress (APYC) has also strongly condemned the Behali incident in which the miscreants tried to burn alive a family including a child.

The victim Tadung Tachang is the former APYC General Secretary and is presently recuperating in the RK Mission Hospital Itanagar, the Youth Congress informed. The APYC urged upon both the state governments of Arunachal Pradesh and Assam to provide medical expenses to the victims immediately for treatment and compensate the loss.

While exhorting the people of both sides of the boundary not to take this issue in communal line, it also appealed to the Assam Govt to take all necessary steps for prevention such recurring incidents and to deploy sufficient forces to ensure the safety of the Arunachal people plying along the national highway. The recurrence of such unprovoked incidents will disturb the age-old harmonious relation between the people of two neighbouring states, it said.

APYC further informed that it has taken up the matter with its Assam counterpart to impress upon the Assam Govt to bring normalcy. It further appealed to the Assam based media to show sensitivity while covering such serious incidents.

While condemning the Behali incident, the Arunachal Pradesh Literary Society (APLS) also urged both the state governments to find an amicable solution and punish the abettors of the incident at the earliest.

The Society further appealed to all sections of society of both states to maintain peace by honouring the age-old relations between peoples of both neighbouring states.

Joining the chorus of condemnation on yesterday's incident at Behali, the North East Students Organisation (NESO), All Arunachal Pradesh Students Union (AAPSU), All Nyishi Students Union (ANSU), East Kameng Students Union and All Nyishi Youth Association (ANYA) have vehemently criticised the attack on the people of Arunachal.

The NESO and AAPSU have jointly voiced their anger over the issue. Stating that the body of the victim was found well within Assam jurisdiction, NESO co-ordinator Pritam Sonam called the actions of the mob that tried to burn alive three people from the state as inhumane. He however, also thanked the two individuals from Assam who helped them get to safety.

AAPSU's Suraj Tayum meanwhile has said that the state government must bear the expenses of the injured who are currently in RKM hospital here. Stating that "the death of any person from Assam near the border cannot be blamed on Arunachalee people", Tayum said that people must try to find out the truth.

The union also issued an ultimatum to the people from the area living here.

"We demand that normalcy return within 24 hours in the area otherwise those from the Behali area working in the state should leave voluntarily", he said and added otherwise AAPSU will take its own course of action".

He also informed that the students' union members met with IGP N Payeng and asked him to co-ordinate with counterparts in Assam.

Meanwhile, All East Kameng Students' Union president Karbia Sonam informed that he and the union general secretary Arjun Flago were also attacked on the way yesterday although no one suffered any major injuries. He also issued a similar 'ultimatum' saying if "disturbances continue then labourers from the area working in East Kameng will be evicted".

The All Nyishi Students’ Union (ANSU) has also vehemently condemned the attack on Tadung Tachang, his son, Ta Techi Tara and Chaling Natung at Serelia village along NH 52 under Behali police station.

Stating the attacks on Arunachalees and vehicles with Arunachalee registration immature and unwanted, ANSU president Byabang Joram added that without knowing facts behind the death of a person, they had attacked on Arunachalees blindly which carries a wrong message for both Assam and Arunachal Pradesh. Rather they should have lodged complaint with police for proper investigation, added Joram.

ANSU general secretary Nyanya Gollo stated that there is an established law and procedure to deal with any accident or incident but retaliations of any incident or accidents on mere assumptions is barbaric, which needs exemplary punishment.

The ANSU demanded the Assam government to book the culprits immediately to uphold the relationship between Assam and Arunachal Pradesh. It also called on the Assam government to ensure safety and security of travellers on NH 52 in Assam. The union has also demanded the government of Arunachal Pradesh to press upon the Assam government to arrest all those culprits involved in the attacks of innocent Arunachalees and Arunachal registered vehicles.

Meanwhile, the All Nyishi Youth Association (ANYA) has also vehemently condemned the yesterdays’ attack on the vehicles and individuals of Arunachal Pradesh.

ANYA president Biri Kakum has appealed the state government and the authorities concerned to look into the matter seriously and help the stranded passengers especially at Bhalukpong in West Kameng by providing security arrangements to pass safely through the area.

ANYA has also appealed the both the state governments to inquire into the killing of the adivasi person to unearth the ground reality. The matter may be a conspiracy to disturb the normalcy between the states by some individuals or groups with vested interests. It also called for nabbing the culprits involved in attack on the innocent people from Arunachal Pardesh.

Further, ANYA has appealed the District Administration to look into the causes and losses of the recent landslides and floods in various parts of the twin Capital cities and come up with remedies to help the poor sufferers.

Condemning the incident in its strongest term, All Pakke-Kessang Pijeriang Dissing-Passo Seijosa Students’ Union (APPDSSU) urged the state government to take initiatives to ensure justice for the victims and safety of people of the state while travelling in Assam.

In another release, the Arunachal Pradesh Non-Registered Contractors’ Association (AAPNRCA) calling in violation of right of way, status quo and human rights also sought intervention of state government to prevent more damage. The association also demanded a high level magisterial enquiry to unearth the truth behind the incident and punishment to those involved in the attack of Arunachalees.

NES provides assistance to victims

ITANAGAR, June 6: Nyishi Elite Society (NES) has extended financial assistance to Behali incident victims Tadung Tachang and Chaling Natung, who are currently undergoing treatment at RK Mission Hospital here.

NES provided cash amount of Rs.50,000 to Tachang, who sustained severe burn injuries and Rs. 30,000 to Natung.

NES vice president Tarin Dakpe handed over the cash to the victims on behalf of the president. The NES team also distributed fruits to the victims and wished them early recovery.

NES reiterated its demand for immediate arrest of the perpetrators of the heinous crime and to book them under appropriate section(s) of the law. It also stressed on starting confidence building measures in the area for ensuring movement of Arunachalees in Assam without any fear or hesitation. The NES team advocated for an inquiry into the incident to unearth the reason behind the unfortunate episode by a neutral agency for a lasting peace in the region.

“As per the past experience, involvement of a local CPI (ML) leader in generating the hypothetical assumptions on the death one Kalu Orang, a local resident of Behali and inciting and flaring-up the mob attack on the innocent commuters of Arunachal Pradesh cannot be ruled out,” NES said.

The team however, expressed gratitude to the unknown elderly philanthropist of Behali, who took the injured persons to Behali Police station in a motorcycle facilitating him timely treatment.

ITANAGAR, June 6: Governor of Arunachal Pradesh JP Rajkhowa called upon the youths of North East to contribute towards eradication of drugs and substance abuse to make the region drugs free

The Governor, who inaugurated the week-long North East National Service Scheme (NSS) Festival at NERIST, Nirjuli today, advised the youths to be proud of their history, culture and traditions. He urged them to share their knowledge, cultural traditions, ethos and codes of good human being.

About 300 NSS volunteers from all the eight North Eastern States are participating in the Festival.

Reminding the youth the objectives of the NSS, the Governor advised the participants to inculcate in themselves the quality of human values like fraternity, tolerance, integrity. They should be able to serve the underprivileged and poor people, he said.

North East region has no dearth of talents but lacks good leaderships, the governor said. He hoped this type of programme will help in developing leadership quality among the youth of the region.

Speaking on the occasion, Education Minister Tapang Taloh said that youths are the most valuable human resource of the country, who comprise around 40 percent of the country’s total population today.

While dwelling on the broader objective of NSS, the Minister exhorted the NSS volunteers to inculcate in themselves the values of life.

The main aim of the meet is to develop personality of the participating students and youths, said Regional Head of NSS, Guwahati Sunil Kumar Basumatary while briefing on the festival. NSS provides exposure to the youths through such programmes at national and international levels, Basumotary said. There are 33 lakhs NSS volunteers from 50,000 educational institutions and 200 Universities.

NSS volunteers from Sikkim, Manipur and Assam presented traditional cultural items in the inaugural function.

The week-long programme includes cultural and literary competitions, cultural interaction and lectures including on Life skills for youth by Dr. A. Lusker, Retd USA Commander.

ACS stages protest rally against stapled visas

ITANAGAR, June 6: The Arunachal Civil Society (ACS) in association with various organizations of the North East and Delhi today organized a protest rally in national Capital against the issuance of stapled visas to the people of Arunachal Pradesh by the Chinese government.

Around 500 volunteers under the banner of ACS marched towards the Chinese embassy from Arunachal Pradesh Bhavan in the national capital to submit 4-point memorandum to the Chinese ambassador. However, the peaceful rally, turned into an agitation as some of the protesters tried to cross the police barricades and the police sprayed water cannons on them. However, no untoward incident was reported. Later, considering the seriousness of the situation, the Police allowed an ACS-led eight-member team to submit the memorandum to Chinese embassy.

China has been issuing stapled visas to Indian citizens from Arunachal Pradesh since 1981 when it refused to issue a visa to then speaker of Arunachal Pradesh assembly, T.L. Rajkumar, to attend a conference. Since then such incidents have been repeated with several academicians and sportspersons, said ACS chairman Patey Tayum in the memorandum.

Tayum further said “We strongly believe that China issues stapled visas to the people of Arunachal Pradesh to undermine the dignity, integrity and sovereignty of India. We feel humiliated and insulted by the action of China and more so by the silence of India on the issue.”

DC unhappy with performance of health centres in LDV

ROING, June 6: Lower Dibang Valley Deputy Commissioner cum District Health Society (DHS) Chairman Shiv Kumar has expressed dissatisfaction over the poor performance of District Hospital, CHCs and PHCs on Ante-Natal check-up registration and institutional deliveries.

He urged the DMO to make labour rooms in every PHC and CHC functional and to ensure that the Medical Officers and nurses posted in CHCs and PHCs stayed in their respective place of posting and attend duties regularly. He was presiding over the Governing Body and Executive Committee meeting of the Lower Dibang Valley District Health Society (DHS) here yesterday.

Kumar asked the DMO not to leave a single PHC or CHC unattended by a Medical Officer. “In case a MO is on leave or not posted in a particular PHC or CHC, alternative arrangement must be made so that it is visited by a nearest Medical Officer at least twice a week”. He further said that an Allopathic Doctor must be made the MO in-charge of CHC/PHC instead of Homeopathic or Ayurvedic Doctor.

Performance must be improved and disciplinary action must be taken against an erring medical officer/staff, he said adding “conduction of review meeting every year has no meaning if it does not bring any improvement in health delivery system”.

Speaking on the occasion, DMO D Wange urged the Medical Officers and Nurses to bring change in their behavioural attitude towards the patients in order to improve performance. He said that some specific target has been set this year by the department and the department is determined to work to achieve that target.

Various Programme Officers presented physical achievement reports in the meeting. Inju Linggi, President Idu Mishmi Cultural & Literary Society, Raja Linggi, Anchal Chairperson, Roing CD block, D Perme, EE(PWD), M Raga, EE(RWD) besides Medical Officers were present in the meeting. DIPRO

Genuine beneficiaries to be selected under NST&DC

AALO, June 6: West Siang ADC Tamik Talom has stressed on selection of genuine beneficiaries for the schemes under National Scheduled Tribe Development and Financial Corporation (NST&DC). Addressing the District Coordination meeting on selection of beneficiaries under (NST&DC) schemes at the DC’s conference hall here today, Talom said that the unemployed youths should be encouraged to take up self-employment ventures as contractual works and Govt jobs are not sufficient to accommodate all.

“We have vast areas of unused land which can be utilised under NST&DC schemes,” he said and stressed on mass awareness on the schemes so that poor and needy persons are benefited.

Branch Manager Arunachal Cooperative Apex Bank Aalo disclosed that 159 units with a budgetary grant of Rs. 2.83 crores have been earmarked for West Siang district under the schemes. Though the Apex Bank is the implementing agency, names of the beneficiaries will be selected by line departments. The HoDs and bankers also spoke on the occasion. DIPRO

Women group reacts to councilor’s complaint

ITANAGAR, June 6: The Footpath Women Group illegally occupying the parking lot situated at Bank Tinali here has reacted to the complaint letter to the Capital DC by Councillor, Ward 10 Tadik Tagru wherein he has sought appropriate action against the women vendors.

The eviction carried out by the administrative authorities towards us was inhuman, intolerable and our commodities were thrown out and seized without giving ample time and space to relocate the same. If such act done by the authorities is considered legal then our position stands on equal footing, it lamented.

Our practice would spread a wrong message in the society then we would like to ask the Councillor that whether a group of 400 poor women makes a society or not? Also we as a part of the same society belonging to the poorer class have no other option for source of income to sustain our families, stated a release.

The Councillor should first focus within his Ward where there are so many illegally occupied government properties but we the poor women being soft-targets are suppressed first. Whether the Councillor and the administration have ever checked on these illegal occupants, queried the group.

Stating that they acknowledge the fact that it is a public property, the Women Group added we are using the premise with utmost care without any damage or alteration of the structure. The Group stated that they had requested earlier to the Govt not to tender the building for parking lot.
